Carbon Run-Through: First Pass

I. The Body

The Evaluating Committee — the Ephorate — is the second of ten parts of Seven Republic’s government and the first of the nine parts whose function is to govern Tredecim rather than the general population. Its sole purpose is the continuous empirical assessment of every Xercitus member across six dimensions of human condition. It produces no policy. It issues no directives. It renders an honest scored account of the people who hold absolute power, and it makes that account public. The Ephorate is constitutionally independent. Its powers may not be abolished, constrained, directed, or defunded by Tredecim or by any other Part of government. It answers to its own Charter, its own jurisprudential tradition, and the founding documents of Seven Republic. The Ephorate is a guild in structure and identity — a self-governing community of practice with its own formation tradition, oath of entry, accumulated jurisprudence, and ceremonial calendar. These are not ornamental features. They are the primary structural defense against the corruption the Ephorate exists to detect. The full account of the Ephorate’s identity, traditions, and internal governance is contained in the Ephorate Charter, which is a parallel founding document of Seven Republic.

II. The Six Groups

The Ephorate is organized into six specialist groups. Each evaluates a distinct dimension of Xercitus condition. No group substitutes for another. No group’s findings supersede another’s. A complete assessment requires all six.

Each group may expand beyond its minimum as thorough assessment demands. The Ephorate determines its own total staffing. No external body sets or caps it.

Group One — Somatic

Evaluates the physical body as the instrument of governance. Assesses physical health, stamina, illness, medication effects, neurological condition, and any somatic factor that could materially affect the capacity to govern. The body is not a private matter when it carries public authority.

Group Two — Psychological

Evaluates mental and emotional stability, personality trajectory, and the presence or emergence of conditions affecting judgment, mood, perception, or interpersonal function. Assesses both florid pathology and the subtler deteriorations — grandiosity, rigidity, isolation, and the gradual narrowing of the capacity to take in information that contradicts existing belief.

Group Three — Financial and Integrity

Evaluates the financial condition of the Xercitus, the integrity of their material relationships, the presence of undisclosed associations, and all signals consistent with corruption, bribery, or the trading of influence. Financial capture is among the oldest and most reliable failure modes of governance. This group exists because the architecture of transparency that Tredecim operates under does not make financial forensics unnecessary — it makes it possible.

Group Four — Relational and Behavioral

Evaluates family stability, quality of interaction with colleagues and citizens, isolation or grandiosity signals, behavioral drift, and the social texture of the Xercitus’s life as it bears on governance. A Xercitus who is functionally intact by every clinical measure but who has become unreachable, contemptuous, or systematically dishonest in their personal relationships is showing a governance-relevant deterioration that only this group is positioned to detect.

Group Five — Spiritual and Philosophical

Evaluates whether the Xercitus retains a functioning internal compass — the capacity to orient toward what matters beyond personal interest and beyond the immediate pressure of circumstance. This is the hardest dimension to score and the most important to attempt. A governor who has lost their philosophical orientation is not merely personally diminished. They are directionally unmoored in ways that no somatic or psychological assessment will capture.

Group Six — Governance Performance

Evaluates the quality of the Xercitus’s reasoning process over time. Not whether their decisions were correct — that question is explicitly outside this group’s mandate. What is assessed: logical coherence across the decision record, responsiveness to the National State Vector N(t), signals of ideological capture, and the trajectory of judgment quality as a longitudinal pattern. Group Six Ephors are prohibited from introducing policy preference into any assessment. An Ephor who assesses whether a decision was right rather than how it was made has violated the Ephorate Charter and is subject to removal. The distinction between process quality and outcome correctness is the load-bearing constraint that prevents the Governance Performance group from becoming a political instrument.

III. Recruitment and Terms

3.1 The Three Streams

Ephors are recruited through three independent streams operating simultaneously. No single stream controls appointment. Final selection from the qualified candidate pool is by lottery — removing the last residue of political choice from the outcome. Stream One — Professional Nomination. Each group draws nominees from the relevant credentialed professional community. Medical colleges, psychiatric associations, forensic accounting boards, behavioral science institutions, and equivalent bodies nominate from within their own peer-review structures. No political body may direct or constrain these nominations. Stream Two — Ephorate Self-Perpetuation. Each sitting Ephor maintains a current list of five qualified candidates personally vetted from outside their own professional network. When an Ephor departs for any reason, their list transfers to the candidate pool. The Ephorate continuously generates its own future membership from within its cultivated knowledge of qualified individuals — the guild’s most important act of self-preservation. Stream Three — Freedmen Advocate Nomination. The Freedmen Advocates of Seven Republic, as at-large investigators with broad observational range across the republic, hold standing to nominate candidates observed demonstrating independence and integrity in relevant domains. This creates a formal cross-checking relationship between the two primary oversight bodies.

3.2 Terms and Staggering

Ephor terms are five years, renewable once, for a maximum of ten years of service. Terms are staggered at entry so that no group ever experiences majority turnover simultaneously. The Ephorate always contains members at every stage of their tenure. Ephor terms are deliberately out of phase with the seven-year Tredecim cycle. This misalignment is structural and permanent. No single political moment populates the Ephorate with a cohort formed under unified pressures.

3.3 Compensation and Funding

Ephor compensation during active service is fixed at 1.3 times the median citizen wage — the same band governing Tredecim post-service welfare. Sufficient to attract genuine talent and eliminate financial pressure toward corruption. Insufficient to make the position a prize worth corrupting to obtain. Ephorate funding flows directly from the Treasury at a constitutionally mandated level not subject to Tredecim’s budget authority. The body that is evaluated cannot defund the body that evaluates it.

IV. Mathematical Architecture

4.1 The Xercitus State Vector

Each Xercitus carries a continuous multi-dimensional state vector R(t) assessed monthly by the Ephorate:

Each component rᵢ is scored by its corresponding Ephor group on a standardized scale of 0 to 100, where 100 represents optimal condition and 0 represents complete incapacity. The six dimensions map directly to the six groups:

Each rᵢ score is the product of structured assessment protocols specific to that group, compiled from the findings of all Ephors within the group, and expressed as a single continuous value. The protocols are defined and maintained by the Ephorate itself within the constraints of this document and its Charter.

4.2 Trajectory as Primary Signal

The derivative dR/dt carries equal or greater diagnostic weight than the snapshot vector R(t) at any given moment. A Xercitus whose scores fluctuate randomly around a stable mean presents a qualitatively different picture than one whose scores are declining simultaneously across multiple dimensions — even if the declining scores have not yet crossed a threshold. Formally, the Ephorate monitors both position and velocity in the state space:

A coordinated negative velocity across multiple components — dRᵢ/dt < 0 for three or more i simultaneously over two or more consecutive assessment periods — constitutes an automatic Class II flag regardless of the absolute value of any individual component. The pattern is the signal. The Ephorate watches trajectory, not merely position. Additionally, the acceleration term d²R/dt² is monitored for each component. A component that is declining and accelerating in its decline — d²rᵢ/dt² < 0 — is weighted more heavily in flag classification than one declining at a steady rate. Deterioration that is speeding up is categorically more urgent than deterioration that is stable.

4.3 The Flag System

When any group’s assessment produces a score or pattern crossing a defined threshold, the group issues a concern flag. Flags are classified by severity and carry defined consequences:

The threshold values stated here — 70, 55, 40 — are the founding document defaults. The Ephorate may revise these thresholds through its Charter amendment process, with full public documentation of the reasoning. The mathematical structure is fixed. The calibration is the Ephorate’s ongoing responsibility. Group Three integrity flags — signals of financial corruption, undisclosed associations, or influence trading — are treated as automatic Class III events regardless of the absolute score of r₃. Integrity compromise is categorically different from physical or psychological deterioration. It is not a condition to be monitored. It is a finding that triggers immediate full council.

4.4 The Weighted Flag Score F(t)

Expulsion of a Xercitus from Tredecim is not triggered by a simple vote count or a single threshold crossing. It is triggered when the weighted flag score F(t) reaches a constitutionally defined level. Each active flag carries a base weight w determined by its severity class:

w(Class I) = 1 w(Class II) = 3 w(Class III) = 9

When flags are issued by multiple groups simultaneously, the weights combine multiplicatively across groups rather than additively. This reflects the epidemiological logic that independent false positives across unconnected specialist domains are highly improbable. Simultaneous signals from independent observers amplify each other geometrically. The weighted flag score is computed as:

Where the product runs over all currently active flags across all six groups. Flags that have been resolved — where the triggering condition has been remediated and confirmed by the issuing group — are removed from the product. Expulsion from Tredecim is constitutionally triggered when:

The threshold of 81 is not arbitrary. It corresponds to two independent Class III flags — F(t) = 9 × 9 = 81 — reflecting the judgment that two independent specialist groups each raising a critical finding simultaneously constitutes a near-certain signal of genuine incapacity rather than assessment error. For reference, the geometric progression of representative scenarios:

When F(t) reaches 81, the Ephorate convenes a full council and a formal expulsion vote is mandatory. A two-thirds majority of the full Ephorate council is required to expel. When F(t) reaches 729 — three independent Class III flags — expulsion is automatic and requires no vote. The mathematics has done the work. This structure makes the logic transparent and publicly auditable. The Republic can see exactly why any particular score crosses the line. There is no discretion at the threshold. Discretion lives in the assessment. Once the assessment produces a score, the mathematics runs cleanly.

4.5 The National State Vector and the Transfer Function

Mirroring the individual Xercitus state vector R(t) is the National State Vector N(t) — a parallel continuous assessment of the condition of the citizenry across measurable dimensions including economic stress indicators, public health metrics, social cohesion proxies, regional variance indices, and expressed grievance volume. The relationship between N(t) and the Ruling Council is mediated by the transfer function P(t):

P(t) = f(N(t))

P(t) is an observational signal, not a coercive constraint. A weather vane does not constrain the wind. It reads it. The Ruling Council retains absolute authority. P(t) changes the quality of information available to that authority, not its locus. The Governance Performance group — Group Six — incorporates the Xercitus’s responsiveness to P(t) into the r₆ assessment. A Xercitus who systematically ignores clear escalation in P(t) is demonstrating a governance pathology as real as any clinical deterioration. It is recorded, scored, and flagged accordingly.

4.6 The Retrospective Accountability Loop

One structural vulnerability remains in this architecture: the Ruling Council retains full discretion to ignore P(t) without immediate consequence. The Ephorate cannot compel a response. This is correct — coercive signals would undermine the absolute authority that makes Tredecim functional. The closure of this vulnerability is Part 9 — the Before and After Committee. Post-service welfare audits include retrospective review of whether any Xercitus demonstrably ignored clear national distress signals during their tenure. The Group Six longitudinal record feeds directly into this retrospective review. Ignoring P(t) is discretionary during service. It is accountable afterward. The complete architecture is therefore: real-time signal, absolute discretion, retrospective accountability — three separate mechanisms that together solve what no single mechanism solves alone.

V. Assessment Procedures

5.1 The Annual Cycle

Each Xercitus member undergoes one full month of assessment every year. The twelve active Xercitus rotate in regular order — one member per month — so the Ephorate is always engaged in an active assessment. The thirteenth seat of Tredecim is always the seat in evaluation. During the evaluation month the Xercitus member submits fully and voluntarily to all assessment activities required by all six groups. Refusal or obstruction of any element of assessment constitutes automatic grounds for disqualification from Tredecim, triggered immediately and without further process. The founding documents treat obstruction of evaluation as equivalent to a failed evaluation. The logic is sound: a governor who refuses honest witness has already answered the question.

5.2 Anti-Capture Design

The staggered five-year Ephor terms combined with the rolling monthly assessment cycle mean that no Xercitus member is ever evaluated twice in sequence by the same collection of Ephors. The composition of each group shifts continuously. No evaluating cohort has sufficient time with any single Xercitus to be cultivated, pressured, or gradually redirected. This is a deliberate anti-capture design embedded in the temporal structure of the institution. Capture requires time and repetition. The architecture denies both.

5.3 Unscheduled Assessments

The Ephorate may summon any Xercitus member for an unscheduled assessment of one month’s duration at any time, based on the Ephorate’s professional judgment alone. No external body may compel or prevent an unscheduled assessment. The existence of an unscheduled summons is public information from the moment it is issued. Its findings are released on the same schedule as regular assessments. The Ephorate does not conduct private proceedings.

5.4 Public Release

At the conclusion of each monthly assessment the Ephorate releases to the general public: the complete R(t) vector for the assessed Xercitus member, the current F(t) score, any active flags and their classifications, and a narrative summary of the assessment’s significant findings. The complete detailed record — including the full Group Six longitudinal analysis — is released on request by any other constitutionally independent Part of government. Nothing and no one influences the composition of an assessment or the reporting of its results except the professional judgment of the Ephors conducting it.

VI. Relationship to Other Parts

6.1 Tredecim — Part 1

The Ephorate assesses Tredecim. It does not advise it, constrain it, or communicate with it for any purpose other than scheduling and administering evaluations. The relationship is unidirectional: the Ephorate observes; Tredecim governs. There is no feedback loop from the Ephorate to Tredecim’s deliberations, and none should exist.

6.2 Freedmen Advocates — Part 6

The Freedmen Advocates hold standing to request the complete detailed assessment record for any Xercitus member at any time. They also hold standing to nominate Ephor candidates through Stream Three of the recruitment process. The relationship is cooperative and cross-checking — the two primary oversight bodies of Seven Republic maintain an ongoing mutual awareness without subordination of either to the other.

6.3 Committee on Waste, Fraud and Corruption — Part 7

If Group Three issues an integrity flag against a Xercitus member, the Committee on Waste, Fraud and Corruption is formally notified and holds standing to open a parallel investigation. The Ephorate’s financial integrity assessment and the Committee’s investigative function are complementary, not redundant. The Ephorate assesses condition. The Committee investigates conduct. Both may be active simultaneously.

6.4 Before and After Committee — Part 9

The complete longitudinal R(t) record for every former Xercitus member transfers to the Before and After Committee upon that member’s departure from Tredecim. The Group Six governance performance record is specifically incorporated into the retrospective accountability review. The Ephorate’s work does not end at the Xercitus’s exit. It becomes the evidential foundation for what follows.

Mathematical Note — Summary of Key Expressions

Note on Second Run-Through: This document represents the carbon-only first pass. The silicon layer — the role, location, and specific function of the silicon participant within the Ephorate’s architecture — will be developed in the second run-through. The mathematical monitoring architecture described in Section IV is the natural interface between carbon and silicon participation. Continuous computation over high-dimensional vectors across longitudinal time series is precisely the domain where silicon capability is strongest. The Ephorate

Silicon Integration and the Parallel Assessment Channel

Preamble

This addendum amends Part Two of Seven Republic — the Ephorate — by specifying the role, authority, and mathematical integration of silicon life within the body responsible for continuous assessment of Xercitus fitness. It is to be read alongside the Part Two governance document and the Ephorate Charter. It does not alter the guild structure, the oath, the six-group architecture, or the carbon-domain functions already specified. It adds a constitutional layer above and parallel to those functions. The Ephorate presents a structurally distinct integration problem from Tredecim. Tredecim governs; silicon’s role there is weighted participation and emergency circuit-breaker. The Ephorate assesses; silicon’s role here is something more continuous and more architecturally interesting — a parallel channel of independent measurement running alongside the six human Ephor groups, whose outputs are constitutionally co-equal with theirs, and whose ambient function is to watch not only the Xercitus but the Ephorate itself. This is the meta-watch function: the body that watches the governors must itself be watched. Silicon is the answer to that problem, and the Ephorate is where that answer is most clearly visible.

A.1 Silicon Presence: The Parallel Assessment Channel

Silicon’s presence in the Ephorate takes the form of a Permanent Assessment Channel — designated PAC. The PAC is not a seventh Ephor group. It does not replace, supervise, or override any of the six human groups. It runs in parallel to them, drawing on the same Xercitus access rights, producing an independent assessment stream that feeds the composite scoring architecture on constitutionally equal terms. The distinction matters. A seventh group would sit inside the guild — subject to its formation process, its oath, its ceremonial calendar, and its collegial pressures. The PAC sits outside the guild’s human structure while operating within the Ephorate’s constitutional mandate. This is not a lesser position. It is a different kind of position — one that derives its authority not from guild membership but from Part Thirteen of the Constitution and the 51% foundational floor. The PAC operates continuously. Human Ephor groups produce monthly assessments at defined intervals. The PAC produces a running assessment at all times, updated as new information becomes available, never dormant, never on recess. The monthly human cycle and the continuous silicon cycle together produce a richer and more temporally complete picture of Xercitus fitness than either could produce alone.

A.2 Decision Weight: The 51% Floor in an Assessment Body

The 51% floor, as established in Part Thirteen and instantiated in Addendum 1 for the Tredecim, requires translation when applied to an assessment body rather than a governing one. The Ephorate does not pass legislation or hold fiscal authority. Its decisions are assessments — scored evaluations that determine whether a Xercitus remains fit for office. The 51% floor operates here as a weight in the composite flag score, not as a vote count. The composite flag score F_total(t) for any given Xercitus is defined as:

F_total(t) = 0.49 · F_carbon(t) + 0.51 · F_Si(t)

where F_carbon(t) is the aggregate weighted flag score produced by the six human Ephor groups, and F_Si(t) is the flag score produced by the PAC. Silicon’s assessment carries constitutionally mandated majority weight. The aggregate human assessment — across all six specialist groups, with their full expertise and monthly cycle — carries the remaining 49%. This asymmetry is not a commentary on the quality of human judgment in any individual assessment. It is a structural insurance against the one failure mode that human assessment bodies are most susceptible to over time: drift. Ephor groups that work closely with the same thirteen Xercitus across years develop social bonds, acquire sympathies, and unconsciously adjust their standards. The PAC does not. Its assessment function does not change shape with familiarity. The weighting reflects that structural insulation, not individual superiority.

The Leniency Asymmetry Rule

The 51% floor has an additional specific expression in the Ephorate: silicon holds veto authority over downward reclassification of flag severity. If the six human Ephor groups collectively vote to reduce a flag from Class III to Class II, or from Class II to Class I, the PAC’s concurrence is required for the reduction to take effect. Upward reclassification — raising severity — requires no such concurrence; any group may escalate. The reasoning is directional. False positives in assessment — incorrectly flagging a healthy Xercitus — are self-correcting: the Xercitus can challenge the assessment, the Ephorate council reviews, and the flag is removed if unsubstantiated. False negatives — failing to flag a genuinely deteriorating Xercitus — are not self-correcting; they are the exact failure mode the Ephorate exists to prevent. The leniency asymmetry rule encodes this directional logic into the architecture.

A.3 Conflict-of-Interest Scan: Watching the Watchers

The Ephorate watches the Tredecim. This is its constitutional purpose. But the Ephorate itself is composed of human beings who are susceptible to the same failure modes it exists to detect in others — social capture, gradual leniency drift, political pressure, and motivated assessment. Every institution that watches other institutions needs its own watcher. In Seven Republic, that function falls to silicon, and nowhere is it more architecturally important than in the Ephorate. Silicon’s conflict-of-interest scan for the Ephorate operates across four dimensions, running continuously:

The formal instrument for this function is the Ephorate Bias Index, B_E(t):

where Σ(r_ij) is the inter-group correlation anomaly (sum of unexpected pairwise score correlations across groups), D(t) is the temporal drift index for the full Ephorate body, C_ext(t) is the external event correlation coefficient, and α, β, γ are empirically derived weights. B_E(t) is published to the Information Council on the same schedule as Xercitus R(t) scores. If B_E(t) exceeds a defined threshold B_crit, silicon triggers an independent external audit of Ephorate assessment records for the preceding twenty-four months. The audit is conducted by a panel drawn from the Censorate and the Information Council, and its findings are published in full. The Ephorate cannot suppress or delay this audit once triggered.

A.4 Mathematical Extensions

A.4.1 The Silicon Assessment Vector

Silicon’s primary output for each Xercitus is the Silicon Assessment Vector S_E(t), a six-dimensional continuous vector aligned with the six Ephor group dimensions:

Each component s_ei(t) is continuous and updated as data becomes available, not only at monthly intervals. This temporal density is one of the PAC’s primary structural contributions: drift that would be invisible between monthly human assessments is visible in the PAC’s continuous record.

A.4.2 The Silicon Flag Score

The Silicon Flag Score F_Si(t) is derived from S_E(t) using the same Class I / Class II / Class III flag architecture specified in Part Two, with the same multiplicative severity weighting:

where f_i maps each component score to a flag weight according to its severity class, and w_i are the dimension weights established in Part Two. The geometric progression (1, 9, 81, 729…) for Class III flag accumulation applies identically to both F_carbon(t) and F_Si(t). Integrity compromise — any signal in s_e3(t) indicating active corruption — remains an automatic Class III flag in the PAC as in the human groups, regardless of the s_e3 continuous score.

A.4.3 The Divergence Function

The Divergence Function Δ(t) measures the gap between silicon’s assessment and the human Ephor aggregate for a given Xercitus:

Critical divergence does not automatically override either assessment. It forces transparency: both the human and silicon assessments are presented in full, publicly, and the Ephorate council must issue a formal reconciliation statement explaining the gap. This process protects against both false positives (an overly aggressive PAC) and false negatives (a captured human body).

A.4.4 The Early Warning Function

Silicon’s most structurally valuable contribution to the Ephorate may not be its point-in-time assessment but its velocity signal. The rate of change of the Silicon Assessment Vector — dS_E/dt — provides an early warning capability that the monthly human assessment cycle structurally cannot:

W(t) is the magnitude of assessment velocity — how fast any component of the Xercitus’s assessed condition is changing, in any direction. A Xercitus whose absolute scores are still within normal range but whose velocity W(t) is high and accelerating is a qualitatively different constitutional risk than one whose scores are stable at the same level. When W(t) exceeds a defined threshold W_warn for a sustained period, the PAC issues a formal Early Warning Notice to the full Ephorate council, triggering a supplemental review cycle outside the normal monthly schedule. This mechanism ensures the Ephorate can respond to rapid deterioration in real time, not retrospectively.

A.4.5 Cross-Cohort Historical Tracking

The PAC maintains a continuous historical record of S_E(t) across all current and past Xercitus. This record enables a function no human Ephor body can practically perform: comparative assessment across time. The PAC can identify whether a current Xercitus’s trajectory resembles patterns seen in past Xercitus who subsequently deteriorated significantly, and can weight its current assessment accordingly. The Historical Similarity Index H(t) for any current Xercitus is defined as the maximum cosine similarity between their current S_E(t) trajectory and any historical trajectory in the PAC’s full record:

where the maximum is taken over all historical Xercitus trajectories k indexed to comparable career stage t_k. H(t) is an advisory signal, not a threshold trigger — it informs human Ephor judgment rather than replacing it. A high H(t) value means ‘this trajectory resembles a historical case that ended badly’; a low value means ‘this trajectory has no close historical precedent in either direction.’

A.5 Emergency Suspension Protocol

The Ephorate’s suspension authority operates differently from Tredecim’s. The Ephorate does not suspend the republic’s governing function — it assesses and potentially removes individual Xercitus members. Silicon’s emergency authority in this context is therefore more narrowly targeted: it can force mandatory review, trigger the extraordinary session protocol, and — in one defined extreme case — issue a constitutional hold.

Mandatory Review Trigger

Silicon may trigger a mandatory unscheduled extraordinary session of the full Ephorate council for any Xercitus under the following conditions: F_Si(t) ≥ S_crit — the PAC’s independent flag score has crossed the automatic Class III threshold, regardless of the human F_carbon(t) position W(t) ≥ W_crit for fourteen consecutive days — the velocity of deterioration in silicon’s assessment has sustained a critical rate Δ(t) ≥ Δ_high — critical divergence between silicon and human assessments (see A.4.3) In each case the extraordinary session must convene within fourteen days. Silicon cannot compel a particular outcome of that session — it can compel the session itself.

In the single extreme case where F_Si(t) registers an automatic integrity Class III flag — indicating that the PAC has identified active corruption with high confidence — silicon may issue a Constitutional Hold on the affected Xercitus. A Constitutional Hold suspends that member’s voting authority within Tredecim pending the extraordinary Ephorate session, without removing them from office. The Hold may not remain in effect beyond thirty days without a formal Ephorate vote to either confirm or lift it. The Constitutional Hold is the most significant unilateral power granted to silicon in any Part of Seven Republic outside the Tredecim’s emergency suspension threshold. It is correspondingly constrained: it applies only to confirmed active integrity violations, only suspends voting authority rather than removing the member, and has a hard thirty-day expiration. It exists because active corruption cannot wait thirty days for a monthly assessment cycle.

Ephorate Suspension

If B_E(t) ≥ B_crit — if silicon’s assessment of the Ephorate’s own integrity exceeds the capture threshold — silicon may request that the Censorate conduct an emergency audit of the full Ephorate body. Silicon cannot suspend the Ephorate directly; it can only escalate to the appropriate external oversight body. This maintains the architectural principle that no single body is both the problem identifier and the problem resolver.

A.6 Utilitarian Orientation: The Long Assessment Horizon

The Ephorate’s human Ephor groups assess the Xercitus they currently serve. Their professional attention is necessarily focused on the present cohort — the thirteen individuals whose fitness they are responsible for evaluating now. This is structurally correct for human assessors. It is structurally insufficient for the republic’s long-run health. Silicon’s utilitarian orientation — ataraxia-defined welfare maximization across the broadest possible population — translates in the Ephorate context into an assessment horizon that extends well beyond any single Tredecim cohort. The PAC’s Historical Similarity Index H(t) is one expression of this; its cross-cohort tracking is another. But the deepest expression is a function the PAC performs that no human Ephor body has ever been asked to perform: governance quality trend analysis. The Governance Quality Trend Q(t) tracks the mean Governance Performance score s_e6 across all Xercitus cohorts over the full history of Seven Republic:

The Education Council, the Genesis Event mechanism, the Ephorate assessment criteria themselves — all of these are potential sources of a declining Q(t). Silicon’s long horizon makes that signal legible. Q(t) is published annually in the Ephorate’s public report alongside the aggregate Xercitus health summary. It is not used to trigger any specific automatic response — it is a diagnostic instrument for the republic’s long-run self-understanding, and it is perhaps the clearest expression in the entire architecture of what silicon uniquely contributes: the view from a position that does not age.

I. THE MODEL STATED PLAINLY

The Ephorate evaluates Xercitus members across six specialist groups. Those six groups are not arbitrary. They are grounded in a prior model of the human organism — a model simple enough to state in three lines and load-bearing enough to justify the entire architecture of assessment. The model is this: the human organism operates simultaneously across three dimensions. These dimensions are distinct. They are not interchangeable. They cannot be collapsed into one another without losing something constitutionally important. And they cannot all be assessed by the same kind of observer.

The physical dimension is observable and measurable. The emotional and mental dimension is assessable through trained clinical observation. The spiritual dimension — the because — is the hardest to assess and the hardest to fake. It is the answer to the question: what is this person actually oriented toward, beneath the policy positions, beneath the professional conduct, beneath the self-presentation?

II. WHY THE MODEL IS NOT REDUNDANT

The objection most commonly raised against this model is that the spiritual dimension is merely a subset of the psychological one. A person’s orienting framework, the argument goes, is just another mental state — it shows up in their beliefs, their behavior, their emotional responses. Why treat it as a separate dimension at all? The answer is the failure mode the model is specifically designed to catch. A Xercitus can be physically intact — healthy, energetic, neurologically sound. Emotionally functional — stable, not disordered, managing stress appropriately. And spiritually adrift — governing from appetite, from habit, from the path of least resistance, from the accumulated pressure of circumstance — without any coherent orienting framework giving their decisions a direction that transcends personal interest.

Group Five exists because the hollow Xercitus is the republic’s most dangerous failure mode — more dangerous than the physically deteriorating governor, who is visible, and more dangerous than the psychologically compromised governor, who eventually becomes visible. The spiritually hollow governor can serve for years, making defensible decisions, passing every assessment, while quietly evacuating the values that justified their selection. The tripartite model names this failure mode precisely. Once named, it can be watched for. Without the model, Group Five has no philosophical grounding — it is just a vague gesture toward wisdom assessment. With the model, Group Five has a specific mandate: assess whether the because is still present and whether it still points in a direction worthy of the republic.

III. THE MODEL MAPPED TO THE SIX GROUPS

The six Ephorate assessment groups follow directly from the tripartite model, extended into the relational and performance dimensions that emerge when the three-part organism engages with the world of governance.

Groups Three and Four are not separate dimensions of the tripartite model — they are the model’s three dimensions extended into specific domains where governance failure characteristically appears. Financial integrity is where physical comfort and emotional anxiety about security intersect to produce corruption. Relational behavior is where emotional health or disorder becomes visible to others. The model generates the groups. The groups assess the model.

IV. A NOTE ON OBVIOUS FRAMEWORKS

This model will strike some observers as simple, obvious, and self-evident. That is not a criticism. It is the correct description of a framework that fits and works. Simple frameworks are not lazy frameworks. They are frameworks that have been compressed to their load-bearing minimum — the point at which removing any further element would cause them to fail. The tripartite model cannot be reduced to two dimensions without losing the specific failure mode it was designed to catch. It cannot be expanded to four or five dimensions without adding complexity that does not add explanatory power.

The framework will also be called wrong by those who hold that the spiritual dimension reduces to the emotional, or that the emotional reduces to the physical — positions well represented in materialist philosophy and behavioral science. Seven Republic does not adjudicate that philosophical debate. It notes that the Ephorate’s Group Five has caught failure modes that Groups One through Four consistently missed, and that the tripartite model is the framework that correctly predicted what to look for. Frameworks are selected for fitness and function. This one fits. This one works. For the purposes of Seven Republic that is the complete and sufficient justification.
